What’s new in NG9-1-1 Data Manager 2.5 (July 2026)

NG Data Manager 2.5 introduces additional configuration options, a new multiple dwelling unit (MDU) address tool, true curve editing, enhancements to the NG9-1-1 Data Submission tools and bug fixes.

NG Data Manager 2.5 supports the NENA Standard for NG9-1-1 GIS Data Model v2a. NG Data Manager will support the NENA Standard for NG9-1-1 GIS Data Model v3 in a future release.

Upgrading to 2.5: ArcGIS Online Deployment (Esri Canada hosting the app)

Start Configurator 2.5.
Note: Do not use previous versions of Configurator.
Configurator 2.5 is located on the Esri Canada Azure server. Refer to the readme file for the URL.
The following 2.5 screen will appear. Note the version number on the header.

Click Open.
When the selection dialog appears, click the application item to upgrade.
Configurator will load the application and upgrade to 2.5.
At this point you can enable new tools and capabilities. Refer to Configurator help for details.
For the NG9-1-1 Submission and Community Map Submission tools, change the NG9-1-1 Data Preparation Service and the Community Map Preparation Service to reference: NG9-1-1 Data Manager Export 2.5.

Click Save As to save a new application instance. Give the application a new unique name. The Save As keeps the original application instance and creates a new instance upgraded to 2.5.

Installing Web Tool NG9-1-1 Data Manager Export

When installing 2.5 you must also install the NG9-1-1 Data Manager Export service and replace previous version of the service. The name of the item will be NG9-1-1 Data Manager Export 2.5. This allows you to have the previous version and the new version installed at the same time.

When upgrading your NG Data Manager application instance, change the reference to NG9-1-1 Data Manager Export 2.5. With Configurator modify the NG9-1-1 Submission and the Community Map Submission tools to reference the Data Preparation Service to: NG9-1-1 Data Manager Export 2.5. You can then delete previous NG9-1-1 Data Manager Export services from your portal.

New tools

Multiple Dwelling Units (MDU) address editor: The MDU tool augments existing addressing unit tools. MDU Editor provides flexibility when applying unit numbers to one or more buildings located at the same primary address. It supports unit numbers for multi-story buildings with irregular unit numbering or standard floor.unit numbering.
Reject most recent NG9-1-1 Data Submission: After submitting data to the Public Safety - GeoXchange(R) (PSGX) you may receive a critical error from the PSGX which requires you to fix the issue(s) and resubmit the same data. Before resubmitting the same data, you must reject the data submission, then export the data again, otherwise NG9-1-1 Data Submission performs a delta export since the last export. The reject option is also useful if you inadvertently generate an export you need to reject for any reason before submitting the data to the PSGX.
Labels:: When configuring a label for any feature type with the ArcGIS Map Viewer, the label appears in the NG Data Manager web map. You can Hide/Show these labels with the Layers tool.

Changed tools

Validation errors: When an editor tool encounters a validation error(s) the additional error prompt "Validation Issues Detected. Please fix all issues before saving" is removed. The app immediately displays the validation list dialog.
Update road centre line address ranges: The selection tool includes a current extent option to select all roads in the current map view. When clicking Update the tool will now update the ranges for all selected roads in the editor panel. The tool displays the u[date results in a table. The results can be saved as CSV file.
NG9-1-1 Submission Summary Dialog: The dialog displays the number of features that will be exported. Selected features with a zero (0) count will not be exported. Check the count of each feature to ensure the feature you expect to export is included in the list of features to export. Only features with a status as Active or Retired will be exported. Ensure features you want to submit are set to Active or Retired.
Split road: A new option to split a road where the road crosses a polygon feature such as an A3Polygon. The workflow has changed to support changes to the Update Address Ranges tool.
Road centre line and true curve editing: True curve editing was introduced with the release of ArcGIS Maps SDK for JavaScript 5.0. NG Data Manager can now create true curves and edit existing road centre lines with true curves. Existing straight-line segments can be converted to circular arcs by dragging the midpoint handle while holding the shift key. On the Settings page of the feature layer ensure these options are set.

Note: Currently ArcGIS Online converts Bezier Curves to a densified line when stored in the feature service. .

Copy this field: The Copy this field menu option is now available for the Address Point Type field. If you select Parcel Centroid or Building Centroid then click Copy this field, the application copies the value and moves all address points to the selected Address Point Type. You will need to enable the Copy (True) menu option with Configurator on the Address Point Type field.

Configurator enhancements

RoadCenterLine Spatial Constraint: The roads editor includes a spatial constraint rule. This constraint is useful when editing/creating a road centre line to ensure it falls within a boundary such as A3Polygon. The road centre line is considered within the boundary when it is coincident with a boundary edge. Set snapping tools to a boundary layer when placing a road along a boundary edge.
Tool Visibility: You can now enable/disable individual workflow tools for each editor. This capability is useful when you want to restrict access to specific tools for a class of users or the tool is not applicable within your workflows.
Branch Versioning Tools Visibility: On the Map Settings page you can now enable and disable each branch versioning tool.
Custom Update Status Workflows: Select from predefined workflows or create your own by adding, removing, or reordering statuses. The workflow defined with Configurator controls the promotion rules of the Update Status tool. You can save separate application instances with different update status workflows. For example, the system default status workflow can be assigned to an administrator, while other restricted status workflows can be assigned to editors.

Technical changes

Configurator and NG Data Manager apps were upgraded to ArcGIS Maps SDK for JavaScript 5.0 and Calcite 5.0.

Issues resolved in 2.5

26381: Units should not inherit address point type. When placing unit addresses for a primary address, the app was assigning the address point type value to the each unit. The app now sets the address point type for new units to Unknown.
27012: Configurator Search Options order incorrect. Changing the search order of the Search Options was not maintained by Configurator. This is resolved. The search order defines the order of the search results in the application when "All" is selected.
28778: Update Status causes DateUpdate field to be larger than Expire Date. When setting the status of a feature to Retired, on rare situations the DataUpdate was set to a larger date than the Expire date. The PSGX rejects records when Expire date is before the DateUpdate. This issue has been resolved.
28938: Split road option by selecting vertex did not activate the Save button. When user selected an internal vertex to split a road, the Save button did not activate. Split was not locating the correct point on the road segment for roads with a zigzag pattern or the end point touches somewhere on the road (self intersecting).
29146: Digitizing on top of a local image. Adding a feature such as an address point does not function properly after adding a local image with either the Extent and Rotation or Control Points option. This issue was resolved by introducing an Update and Close dialog box. Click the Update and Close button after you have completed positioning the image on the map.
29147: Join roads does not allow join when digitizing direction is set to Not Applicable. If trying to join two road segments, and one road segment has only one address point - the tool will give you a direction match error. The current workflow would set the "address direction" field on the side of the road with one address point as "Not Applicable" and because the section we are trying to join it to does have a direction it causes a direction mismatch error. The tool will now allow a join of two road segments if one of the segment's digitizing direction is set to "Not Applicable". The digitizing direction of the new joined road is set to the value of the digitizing direction of the other road.
30269: Duplicate key message when unique index exists for NGUID fields. When creating a series of address points or road centre lines the app issues a Duplicate key error message if a unique index is set on the NGUID field. This issue is resolved. You may now create a unique index on the NGUID. This fix was also applied to 2.4 (2.4-20260428.2).
